Leadership by practice, not by personality.
MCS organizes its compliance work around four accountable practices. Each one owns a defined part of your filing chain, holds the record for it, and answers for it when an agency or a carrier asks.
Four practices, one accountable record.
A carrier is never passed between departments that each assume the other filed it. The practice that reads the rule, the practice that files, the practice that serves the account and the practice that holds the evidence work from the same record — your record — and every action taken on it is logged.
MCS is a privately held compliance services firm and a supporting company of the FMCSA. We act on your behalf in an administrative and advisory capacity; the FMCSA retains all regulatory and enforcement authority.
Regulatory practice
Owns the reading of the rule. This practice tracks 49 CFR changes, decides how a new requirement is applied to client filings, and reviews every briefing before it reaches a carrier. It is the final word on whether a filing is required, and it signs off on any answer a carrier is given.
Filing operations
Owns the filing calendar. Every due date on every account is worked in advance of its window, with confirmation, receipt and rejection handling recorded against the carrier. A rejected filing is corrected and resubmitted under the same ownership until the agency confirms it.
Client services
Owns the carrier relationship. This practice runs onboarding, verifies authority and fleet data before a filing is ordered, provisions dashboard access, and routes time-sensitive issues to a specialist the same business day.
Records and audit readiness
Owns the evidence. Driver qualification files, medical certificate tracking, drug and alcohol program records and audit artifact staging all sit here, maintained continuously rather than assembled after an investigator calls.
The lines leadership will not cross.
These are standing instructions to every practice at MCS. They are not exceptions granted per account, and they are not adjusted to close a sale.
- 01No filing is ordered before the carrier’s authority and fleet data are verified in writing.
- 02Every fee is published before commitment, and statutory government fees are shown separately from the service fee.
- 03A rejection is corrected and resubmitted at no additional service fee, under the specialist who owns the account.
- 04No answer about a filing obligation is given verbally and left unrecorded; it is written into the account.
- 05Carrier and driver records stay private to the account and are exportable by the carrier at any time.
If a filing is not moving, it escalates to the practice that owns it.
Any carrier can request escalation on an open filing. The owning practice reviews the record, corrects what is stalled, and returns a written status. Headquarters: 905 W. Riverside Ave., Spokane, WA 99201.
