Driver Qualification File Management

A Driver Qualification (DQ) file proves every CDL driver you put on the road is qualified. MCS assembles and monitors each file to keep you audit-ready under 49 CFR 391.

01

What belongs in a DQ file

A compliant DQ file includes the application for employment, a motor vehicle record (MVR) run at hire and annually, the medical examiner's certificate, a road test or equivalent, and an annual review and certification of the driving record.

Each element has its own retention rule and deadline — missing any one of them is an automatic audit finding.

02

What MCS does

MCS builds each file per driver, tracks expiration dates (medical certificate, annual MVR, annual review), and flags gaps before an auditor ever sees them.

Flat, per-driver pricing means your cost scales with your fleet — no per-filing surprises.

03

Why it matters

Incomplete DQ files are one of the most common DOT audit findings and can directly trigger a conditional or unsatisfactory safety rating — which can shut down your authority.

Keeping DQ files audit-ready year-round also keeps your CSA Behavior Analysis and Safety Improvement Categories clean.

Frequently asked

How often must the MVR be run?

At least once every 12 months, plus an annual review and certification of the driver's record by a qualified company official.

Does every driver need a DQ file?

Yes — every driver operating a commercial motor vehicle in interstate commerce must have a complete DQ file under 49 CFR 391, regardless of fleet size.
